Retired Supt Kui Yong Sin was the Commandant of NPCC from 1 July 2000 to 2004.

Mr Kui directed the NPCC HQ's concerted effort with strong support for the NPCC Alumni Association.

Upon his retirement from the Singapore Police Force, he was nominated to be the Honorary Member of NPCC Alumni Association.
