Retired Ag DSP Yong Khin Chong was the Commandant of NPCC from 22 September 1996 to 30 June 2000.

He initiated the idea of forming the NPCC Alumni Association and gathered a passionate group of former NPCC members to form the pro-tem committee headed by Andrew Tan in 1999.

Mr Yong directed the NPCC HQ's concerted effort with strong support and he acted as an Advisor for the formation of NPCC Alumni Association.

Upon his retirement from the Singapore Police Force, he was nominated to be the Honorary Member of NPCC Alumni Association.
